Question: I want to know if Adam Colby was the appraiser that handled the Bandon Dunes account when there was a coding error made.
Answer: Coos County Assessor Adam Colby was the commercial industrial appraiser to reappraise Bandon Dunes Golf Resort. According to a letter Colby sent to the Oregon Department of Revenue, a property class change error deleted the majority of assessed value on the enterprise zone exemption, undercharging the taxpayer by $182,000. The additional taxes will be added to the 2009-10 tax bill.
Colby said he did the appraisal and data spreadsheet, but that the error was made by a person inputing the data. Colby emphasized he is not blaming an employee for the error, but that this is an example of the type of systemic flaws he hopes to correct, following a state audit in October.

I reappraised the Bandon Dunes Resort, beginning June 4, 2007, completed my work on 9/11/2007 and forwarded for input into the assessment computer system.
The reappraisal was a multi-million dollar project, which included approximately 1860 acres, three 18-hole golf courses, numerous commercial improvements, applicable infrastructure (i.e. roads, sewer system, etc.), and limited enterprise zone exemptions.
The property class change error occurred in August, 2008. It was discovered in July, 2009. Written notice was sent to the resort’s general manager on July 23, 2009.
The sample error information I enclosed with the ODOR letter, dated September 14, 2009, including the resort property class example, was selected by me to help ODOR prepare for the upcoming audit.
