Why are the Charleston docks and fish cleaning stations so dirty

Question: I want to know why the Charleston Boat Basin docks and fish cleaning station are in such deplorable condition. The docks where the boats tie up are always an inch deep in bird droppings and the fish cleaning tables are encrusted in filth. The docks are so dirty many boaters are putting towels in the boat to step on. The cleaning tables are so dirty it would be risky to put fish fillets on them. Is this how the port wants to represent our area to visitors?

Why does the Charleston Bridge open when there are no boats?

Question: When the Charleston bridge is raised, there often appears to be no boat crossing under. Is it opened periodically for drill?

What’s going on near Bastendorff Beach?

Question: At the northeast end of Bastendorff Beach Park are some large mounds covered with tarps.  It looks like it’s on the tribal land below the cliff.  We saw surveyors there a few weeks ago. Is this some contaminated soil? It’s roped off with the yellow crime scene tape.
